JOKE: Gene Roddenberry while working on a degree for astrometrix proposed the theory. Latter grativaton resonance would lead to issues with transporters, shuttle crafts and california. Seriusly: I thought Einstein, Heisneberg(however it's spelled) and Hubble (Astronomer) had roughly the same time speculated about them. I have no idea if they used that name specifically. IIRC Einstein did. Didn't much latter Brian Green and (Hubble the space program and telescope) showed what might be them? The talk I'm thinking of came because of of some wonkyness to Saturn and Uranases. I don't know what scientists saw with saturn that was odd, other than it's large size and having an enormous number of moons.
