Actually, the system may not be very useful. Apparently the bill was
written to exclude telephone surveys from the do-no-call list. So, I expect that after the system is up and running, we will see an extremely large number of telephone "surveys". I've been waiting for this for a long time. Just tried to sign up but
the site appears to be too busy. There are a lot of exemptions for certain types of calls, like airlines, long distance phone companies, banks, political organizations, etc., etc. But it does cover all professional telemarketing companies, even if they represent an exempted company. I have a feeling these big telemarketing firms are most of the problem, so the list is a big step in the right direction. Also, if you specifically ask an exempted caller to not call again they are subject to the same Do Not Call List rules as the telemarketers. If you sign up, make sure to get the name and number of any telemarketers who call you after you've been signed up for 3 months.
