I know this is a deflection; but certification is an artifact for
credibility and reputation, not skills.  If it's actual skills he seeks,
then doing is much more important than certifying.  My suggestion for
skills would be to pick a (set of) task(s) and do it.  Then provide the
source code, white paper, etc. to your boss or prospective employers
when the issue comes up.

But if it's really the letters behind his name that he wants, then all
he need do is pick the most prestigious organization.
