Reasoning Defeasibly about Probabilities

I'm not competent enough to find flaws in this book chapter.  Does
anyone have any insight or commentary about this or "nomic probability",
second-order probabilities, or even the space of defeasible reasoning
(even ranting about syllogism is welcome ;-)?
