I use Tempest for international dialup:
http://www.tempestcom.com.. it also has local services in the US for 4.9 cents per minute.
Tempest also has broadband/wifi options, depending on where you are.
Its a nice service for me because it is worldwide.
Another fallback is your cell phone. Do you have reasonable cell
coverage? You can use your cellphone as a modem. Its not great
unless you have an "internet" i.e. digital plan, but will work in a
pinch.
In addition, I have to have an ISP just to get onto the internet.
Mine, CyberMesa here in Santa Fe, has good dialup services, US wide.
You may find your Satellite service provider has dialup services at a
reasonable charge.
