NYT: The White-Collar Blues

Chris,

    I read a story yesterday about a small company winning BIG contracts by
exploiting DoD security policies.  Basically, 1) they guarantee that ZERO of
their work is off-shore and done exclusively by US citizens, 2) focus their
hiring on recently separated government IT personnel who have or have had
security clearances, and 3) have their development code inspected by
independent third-party companies/agencies trusted by the government.
Knowing how to do business with the DoD is something of an art in itself and
makes for a quite valuable/protected niche.

Does anyone one this list know of a startup that is addressing this?  I
suspect the "big three" are already in the game, but perhaps there's a
specialty or niche.
