It's not that bad. Except for his first year of participation, almost every year China has been the best, but I think there is not difference at that level between China, USA and Russia. Interesting are performances of Korea and Turkey, two emergent economies that probably are doing well in education. Mainly Korea.
I suppose that your President was right in his speech of the State of the Union. Education is key. Education and investments in research help to reach Innovation and there is not doubt that Innovation help to get a sustainable economical growth.
In my not qualified opinion, and the reality I'm living, Latin America is basing his recent "economical growth" in commodities exploitation like petroleum, coal, nickel, gold, etc. and also in the speculations of capitals; but I think LA is not making important efforts in education and even less in research.
I suppose there is a relation between ours poor performances in such Mathematical Olympiad and the lack of strong investments in education and research.
