Moz has definitely stepped it up a notch with Brendan Eich as CTO.  Asm.js, Emscripten, Moz OS and more.

The key issue will, again, be the Unholy Trinity: mfgr, os provider, carrier.  Who updates the critter?  Who debugs it.  Who fixes Doug's WiFi problem?

Google, as far as I can tell, is a complete fail at managing android expectations.  Who Ya Gonna Call!?  Samsung? Verizon? Google? Maybe Ghost Busters, but certainly not Google.

So my guess is that Moz will do a better job, at least from the developer and tech-savvy user standpoint.

I think pretty much everyone's reaction would be / has been the same: "Of course they have been illegally spying on us, that is not news. Still outrageous, though."
For a commentary on the modern American surveillance society with a link to teenagerhood, read Cory Doctorow's books Little Brother and Homeland (can be freely downloaded). I just finished them, and felt they were good reading but not particularly good fiction.

I think you would probably want an outsider who is more of an insider (knowledge-wise) to cell and wireless systems than I am. I could tinker, but you would probably not get a working phone back. :P
