City Employee Survey Article

Today, the Albuquerque Journal published an article about the number of city employees in Santa fe. The study it referenced was made by the Santa fe Chamber of Commerece. I thought it looked really cherry picked. I am not a statistician, but the sample size seems way too small and the choices look intended to mislead.

I almost wrote a letter to the editor before I realized that I should get some educated opinions first. What do you all think about it?
