Hah, tracked it down.  This turned up on Slashdot a few weeks ago.

So these tools are great if you're trying to recommend additional
purchases to a shopper, or if you're trying to identify whole cliques of
seditionists for disappearance.  I'm sure Admiral Poindexter's total
information awareness program had/has grand plans for guilt by correlation.

Are there any morally unobjectionable applications for the technology?
