The AAAS has made a preliminary analysis of the R&D component of Bush's
new budget request, in the two days since it was released.

There's a 13 page pdf to download at that url. Also links to the
ongoing analysis of the FY2003 budget which is still under construction.
There's a Dept of Homeland Security ARPA coming, just give them a few
more weeks to get things organized. Bush signed a bill in December
authorizing a doubling of the NSF budget over the next few years, but
there's no sign of it in the budget request. The NIH, after five years
of annual 15% budget growth, will have to get by on a 2% increase next year.
